Dear Chancellor,
I retum herewith the draft Memorandum
as to the Imperial Wireless Chain.
I have made some pencil corrections which
make the meaning a trifle clearer.
As to the Memorandum itself, I have consulted Grindle and Masterton Smith who see no objection to the proposals from the departmental point of view. But there has been no opportunity yet to put the matter before the Secretary of State and we think that the best plan would be for Sir Henry Norman, 23 soon as the Memorandum is completed, to take an opportunity of discussing with Mr.Churchill the general policy involved. Would you please let me have for our records two copies of the Memorandum as finally completed and submitted to the Cabinet?
